Project Financing Postponed for Violating Asian Development Bank Forced Resettlement Standards
The Asian Development Bank Board of Directors have postponed further loan disbursement for the Citarum River Project (Integrated Citarum Water Resource Management Investment Program) until the forced relocation of the Affected People (app. 1300 households) done accordingly and with compliance to its policies.
The ABD accountability office, Office of Compliance Review Panel acted on a complaint from ARUM (an alliance of project affected people and NGOs). For those work on displacement issues, their report makes it clear that compensation must be timely and at replacement value. Moreover, the Indonesian project learned the consequences of not paying attention to the restoration of livelihoods.
